Get political support from the council by signing the covenant of Mayors adhesion form, and involve all stakeholders to gather ideas and forge alliances
Create SECAP
Collect and verify data to define baseline emission inventory and define meaningful climate mitigation and adaptation actions
Implementation
Create financial management structure, explore funding options and plan implementation
Monitoring
Evaluate and communicate the implementation of the plan
