Meet the team
CEESEN has had an office in Estonia since 2024. Our Tartu-based team currently consists of
four dedicated people who support the organisation’s work and serve its members.

Hector has over twenty years of experience with civil society organizations in the United States and Estonia, focusing on energy management, environmental science, and social services. He has lectured on public policy and led workshops on project management, fundraising, and policy analysis.
He has coordinated EU green transition projects including PANEL2050, CEESEU, CEESEU-DIGIT, CEESEN-BENDER, and GoGreen. His policy work also includes the EU DAPHNE-funded WHOSEFVA project supporting elderly female victims of abuse.

Elis holds an MSc in environmental protection and has over 20 years of experience leading renewable energy projects at national and EU levels, including coordination, training, and communication. Over the past fourteen years, she has strengthened cooperation with local municipalities and policymakers in Estonia and the CEE region.
She leads the UN SDG workgroup for EMU’s Green University initiative and has focused on cooperation and dissemination at the Centre of Renewable Energy since 2006. Elis organizes the annual “Investigation and Usage of Renewable Energy Sources” conference, bringing together researchers, entrepreneurs, and politicians to discuss key developments.

Sander is responsible for CEESEN’s communications, drawing on his professional background in communications and journalism. Since joining CEESEN in 2024, he has been involved in the organisation’s communications and outreach activities across several European projects. He also works with CEESEN’s members and partners, helping them share their initiatives and participate in joint campaigns.

Lenard’s expertise covers meteorology, climatology, forestry, environment, and arid lands resource sciences. He has dedicated much of his career to UN agencies and international organizations, with over 25 years of experience in international development. His focus areas include food security, poverty assessments, livelihoods, evaluations, project design and management (nutrition-sensitive agriculture, tropical peatlands, etc). He also specializes in sustainable livelihoods within the UN’s Sustainable Development Goals, specifically addressing the climate crisis’s impact on natural ecosystems and social structures. Lenard coordinated and evaluated energy and climate action plans at the University of Tartu and has lectured on meteorology & climatology, water resources, and alternative energy.
