Vidzeme Planning Region has helped to develop easy-to-follow guidelines for energy-efficient renovations in the Baltic Sea Region.
Our Latvian partners helped create simple guidelines for setting up One-Stop-Shops (OSS) in the Baltic Sea Region’s multi-apartment buildings. These guidelines cover how to collect building data, engage residents, organize meetings between stakeholders, and provide technical support for renovations.
They also outline different levels of OSS maturity and offer recommendations for establishing an OSS and developing a sustainable business model to ensure long-term, effective service delivery.
Such instructions can help energy agencies and municipalities set up OSS that follow EU rules, while also guiding how to make homes safer, more comfortable, and more energy-efficient for homeowners.
In 2020, roughly 75% of EU buildings were energy inefficient, meaning much of the energy they used was wasted. To address this, the EU revised its Energy Performance of Buildings Directive in May 2024, requiring at least one One-Stop-Shop per 80,000 people or per region.
