§ 1 Definitions.

1.1. PANEL 2050 – Horizon 2020 project – Partnership for New Energy Leadership 2050.
1.2. CEESEN – Central and Eastern European Sustainable Energy Network.
1.3. CEE – Central and Eastern Europe.
1.4. EU – European Union.
1.5. User – individual person, enterprise, energy company, organisation, association, energy agency or government institution. (If formally registered on the platform also having full access to its content.)
1.6. Member – partner of PANEL 2050 project registered on the platform, having full access to platform content.
1.7. Stakeholder – individual person, enterprise, energy company, organisation, association, energy agency or government institution. After joining the CEESEN network gaining rights and obligations of the User.
1.8. Platform – online service allowing communication between CEESEN members and Users.


§ 2 General provisions.

2.1. These Terms and Conditions (referred to as the “Regulations”) define the general conditions for the use of the online CEESEN platform. They also refer to the CEESEN network as such, regulating terms and conditions of membership.
2.2. Before using the platform, the User is required to read and accept these Terms and Conditions. Acceptance of the Regulations is a prerequisite for use of the platform and takes place in the course of completing the registration form.
2.3. According to the Declaration of Accession to CEESEN network, all CEESEN members are automatically registered as the platform Users. (See Appendix 1.)


§ 3 The Platform features.

3.1. An online platform is created to facilitate communication between the different members of the CEESEN.
3.2. Address of the platform is www.ceesen.org. Official email address is info@ceesen.org.
3.3. The platform is to give information on energy policies and strategies, including sustainability, energy efficiency and international, national activities in this field.
3.4. The platform provides an access to energy experts.
3.5. The platform is focused on CEE countries and offers an active communication tool for bringing together stakeholders from these countries.
3.6. The platform is an EU dialogue tool that reflects specific needs of CEE energy agenda on transition to low-carbon economy.
3.7. The platform is a knowledge centre acting both as a database and educational tool.
3.8. The platform contains a general mailing list and different working groups, facilitating professional contacts for people in the same topic and sharing good practices.
3.9. The platform is networking tool for new initiatives and projects, connecting isolated initiatives and upscaling them.
3.10. Access to the platform is via PANEL2050 website / www.ceesen.org or social media.
3.11. The platform is available in English (default) and has national versions in every language of PANEL2050 project partner.
3.12. The platform consists of the following functional parts: 1) document repository – articles, photos, publications, etc. – on the basis of the system SQL database, enabling efficient searching on a subject, person / publisher, keywords, the ability to add a catalog system with short information of posted publications, photographic albums, etc.; 2) discussion part – in the form of discussion forums (general, regional) + division of the subject or in the form of thematic “chat” global / local; 3) advertising section – presentations of participants, their offer, advertising and promotional materials, information about events, invitations, query; 4) group module to create thematic User groups with the exchange of information between members about the Project PANEL2050; 5) training module with calendar and participation management module; 6) ‘development market’ – a dedicated environment to develop new ideas and build up international support.


§ 4 Conditions of participation.

4.1. New Users can join to the platform and registration to the platform is free of charge during the project period (March 2016 – February 2019).
4.2. All the Users have to accept the Terms of Use (see the §5).
4.3. The User of the platform can be an individual person, enterprise, energy company, organisation, association, energy agency or government institution related to energy.
4.4. The access to the platform is free of charge during the project period (March 2016 – February 2019).


§ 5 Terms of use of the CEESEN platform.

5.1. Registration to the platform is one-time.
5.2. Registration has to approved by the moderator.
5.3. The platform owner does not provide illegal contents including advertising.
5.4. Every User becomes CEESEN network stakeholder when signing to the platform or signing the Declaration of Accession (see Appendix 1), gaining full access to its contents.
5.5. Types and scope of services is provided electronically the platform provides the User an account and have access to the content on the platform.
5.6. Every User may not use the service in a manner inconsistent with the law. It is prohibited to provide illegal content, including advertising.
5.7. The content created in CEESEN has to be licensed under Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license https://creativecommons.org/licenses/by-sa/4.0/.
5.8. Terms of service include the technical requirements necessary for proper use of these services.
5.9. There is a limited access to the platform for not registered Users with the possibility to browse, search and download.
5.10. Non-registered User does not have an access to discussions and development market and they can not create new content on the platform.


§ 6 Rights and obligations of the platform member.

6.1. Each member has its own individual account and can post publications, articles, images, external links, etc. and download unlimited materials from the repository as the registered User.
6.2. National discussions have their own local moderators who manage national content of the platform (moderate discussions, validate entries, post comments, upload publications, etc.).
6.3. Nominated by the PANEL2050 Steering Committee members are the national moderators until the duty will be given to some other person.


§ 7 Rights and obligations of the platform User.

7.1. Every User has the right to cancel his profile on the platform without giving any reason.
7.2. Only registered User can create content and post comments.
7.3. Only registered User can subscribe to any topic on the platform.
7.4. The registered Users have the ability to send information and invitations directly to each other.
7.5. The registered User can participate in discussions and download materials.
7.6. All the registered users have the right to use the platform for their professional or non-professional activities like networking, promotion, advocacy, training etc.
7.7. The users have the right to use the visual identity of the CEESEN network for promoting their publications if they have informed the administrator of CEESEN through the official email. These materials however have to contain the disclaimer that “This publication [communication] reflects the views only of the author, and CEESEN cannot be held responsible for any use which may be made of the information contained therein.”


§ 8 Privacy policy.

8.1. The personal data of Users is protected in accordance with the mandatory provisions. Personal data is obtained as a result of registration by the User on CEESEN platform. Registration is voluntary.

8.3. Personal data is not shared with other entities what is guaranteed by the administrator.
8.4. Every User has the right to access his stored personal data, change it or update it. Entrusted personal data is protected in accordance with the principles set out in the applicable laws. Personal data may at any time be removed from the internet platform by removing the User profile.
8.5. Data submission is voluntary but it is necessary to give at least an e-mail address, name of represented organization and choose a username.
8.6. Personal data will only be used in order to create an User account and in case of any subscription for the platform content.
8.7. The platform uses cookies, files storing the IP address and statistics.
8.8. Using the platform meets the requirements of the act of 29 August 1997 on data protection and Directive of the European Parliament and of the Council 2016/680/EC of 27 April 2016 on the protection of individuals with regard to the processing of personal data by the competent authorities for the prevention of crime, preparatory proceedings, detection and prosecution of criminal offenses and the enforcement of sanctions, on the free movement of such data and repealing council framework decision 2008/977/ and Directive 2009/136/EC of the European Parliament and of the Council of 25 November 2009 amending Directive 2002/22/EC on universal service and related networks and electronic communications services Users’ rights and Directive 2002/58/EC concerning the processing of data personal information and protection of privacy in the electronic communications sector.


§ 9 Complaints.

9.1. The User can make complaints on the platform. Complaints can be submitted by completing an appropriate form available on the platform.
9.2. All comments and complaints will be considered within 14 days from the date of notification.


§ 10 Final provisions.

10.1. PANEL 2050 project aims at continuing collaboration of CEESEN members so that the network and platform will allow sustainability of the project results. The terms of maintenance and all necessary operational costs will be defined and agreed separately after PANEL2050 project ends.
10.2. In matters not regulated by the Regulations, EU law is used. CEESEN members reserve the right to change these Terms and Conditions due to important reasons, eg. change of law. Each change of the Regulations will be published at least 30 days in advance and will be binding only for new Users registered after the entry into force of the new version of the Regulations.
