Which are the organisation’s thematic competences and experiences relevant for the project? What is the main activity goal of the organisation?

Local Energy Agency of Bucarest (AEEPM) is an NGO which serves the local community. It is a qualified organization that operates in the public interest to assess local energy and environmental issues in local communities. The Agency helps local authorities to formulate strategies in these areas and supports local communities in terms of providing information to the public and the business community, raising their awareness of current issues in this field, as well as giving advice on starting and managing projects related to energy and environmental protection. The main objectives of the Agency are related to the sustainable development of local communities.

Regional energy data/statistics,description of regional situation.Implementation of 2012/27/EU and 2010/31/EU Directive in national law is provided by The Energy Efficiency Law (121/2014). The national goal of new energy savings to 2020 is set up on 19%
The national energy efficiency law (121/2014) – implementation of articles: 6. Purchasing by public bodies; 8. Energy audits and energy management systems; 12. Consumer information and empowering programme; 16. Availability of qualification, accreditation and certification schemes; 18. Energy services; 19. Other measures to promote energy efficiency
– implementation of articles: 9. Metering; 10. Billing information; 11. Cost of access to metering and billing information; 15. Energy transformation, transmission and distribution
– implementation of articles: 14. Promotion of efficiency in heating and cooling
Implementation of 2012/27/EU and 2010/31/EU Directive in national law is provided by The Energy Efficiency Law (121/2014). According to the Law it is compulsory for every industry with high energy consumption over 1.000 TePs, and every community over 20.000 inhabitants to design, implement and report to ANRE local Energy Efficiency Action Plan and to employ an authorised energy manager.
Energy Performance of Buildings Law (372/2005) , 1. Methodoly regarding energy efficiency on building calculation; 2. Minimum requirements regarding EE; 3. Energy certification; 4. Heating and cooling systems inspections and minimum performances; 5.control systems for audit systems and energy efficiency reports.
ANRE (National Regulatory Authority) is responsible with EE Law 121/2014.
MDRAP (Ministry for Development and Public Administration) is responsible wirh Energy Efficiency on Buildings Law 372/2005.
